The Community Development Department is responsible for ensuring the City’s compliance with our state-mandated Housing Element, to ensure that all development projects comply with affordable housing requirements, and to represent the City in the sale and resale of affordable housing units. Beginning with a package of 15-bills signed by Governor Brown in late 2016, and continuing through October 2019, there has been a flurry of State legislative action designed to increase the supply of housing (especially at affordable levels) throughout California. These new regulations make significant changes to existing requirements and create new regulations affecting the review, approval and reporting on housing related projects at the local level.

In response to these changes, the City of Cotati will be moving forward with a number of housing related legislative changes. The changes include streamlining the construction of an Accessory Dwelling Unit (ADU) on residential properties throughout the City; creating legislation to allow the development of smaller homes on smaller lots (termed “cottage housing”) and generally removing barriers to the construction of housing, Citywide.
