Cotati's Cottage Housing Ordinance, adopted in 2021, allows construction of modestly-sized single-family detached or attached residences at a higher density than the standard zoning permits. This innovative policy encourages the development of smaller-sized lots and the provision of more housing units within the city limits. This kind of compact urban infill development reduces suburban sprawl, conserves resources, promotes housing affordability, and facilitates walkable and bikeable communities.
Cotati's first Cottage Housing project, 902 E. Cotati Avenue Cottages, is currently in development. The project will redevelop an existing single-family property with six residential units (four attached single-family homes and two accessory dwelling units (ADUs) within two separate two-story structures, with both private and shared open space and gardens.
